The United States was established on July 4, 1776, but Washington was not inaugurated president until 13 years later after the constitution had been written and ratified in 1788. John Hanson, a Maryland representative, was elected the first president of the Congress of the Confederation and his title was “President of the United States in Congress Assembled.”
